Sep. 11--Columbia Public Works Department crews drive hundreds of miles each year, delivering blue recycling and clear yard-waste bags to the doorsteps of thousands of city residents.
By next year, residents might have to make a trip to the local grocery store for their refuse bags.
Public Works is considering doing away with door-to-door delivery of the bags, arguing that the blue bags are piling up at Columbia homes while residents clamor for more clear yard-waste bags. Under a tentative plan, residents would receive a coupon good for free bags from local retailers.
