Negotiations between political groups and especially the Party of European Socialists (PES) and the European People's Party (EPP-ED) continued until the last minute in order to settle compromise amendments on the report by Bernhard Rapkay (PES, DE) for the European Parliament's Economic Affairs Committee on general interest services'. As a result, the report was finally adopted on 12 September by large majority with just three members voting against and one abstaining.
