Sep. 14--An e-mail claiming telemarketers soon will have access to cell phone numbers prompted millions of phone owners to register with the federal do-not-call list. But the e-mail is "just a hoax," said David Robbins, assistant director at the Federal Trade Commission Bureau of Consumer Protection. "I advise consumers to treat the e-mail like they would any other junk mail and delete," he said.
