Sep. 15--MUSKOGEE -- New problems. That's what Muskogee has. The old problem was a failure to win football games. The Roughers endured four consecutive losing seasons -- second-longest drought in school history -- from 1999-2002. A storied program older than statehood was in disarray. A new problem is that Muskogee, no longer victory-impaired, will be judged by a different stan dard.
