IRVINE, Calif., April 19 /PRNewswire/ -- Saba Petroleum Co. (AMEX: SAP) announced today that the company has entered into an agreement with Conoco Inc. for the purchase of an oil refinery and the contiguous 372 acres of undeveloped fee land located in the Santa Maria Valley area of Santa Barbara County, Calif.
