Sep. 15--LAKE PARK -- When investigators showed up Wednesday at a home for senior citizens, they were hit with the strong odor of urine. A resident complained to them that she was in pain because she hadn't gotten her medication. Another resident was seen living in a hot room without air conditioning. The refrigerator had little food. The home's operator, Jeffery Baumer, 53, was arrested and charged with elder neglect. He was running his assisted living facility, Hibiscus Home for Seniors, without a state license, according to the state Agency for Health Care Administration.
