It was always a conundrum with digital imaging technology that the companies who needed it most were least likely to have it.
It was a simple matter of affordability.
The biggest suppliers were charging upwards of $10,000 just for the basic software, without even bundling crucial features like Optical Character Recognition components. That was way out of the ballpark for the small bank, mortgage loan company, credit union, doctor's office, police department, the accountant or law office that could ill afford the space they needed to maintain all their paper files.
