Negotiators have accepted a stringent Code of Conduct for election campaigning, with harsh penalties for parties that contravene the code, including a ban on contesting the elections. The Code of Conduct is aimed at promoting and facilitating free and fair elections and at creating a climate of tolerance in which legitimate activity may take place without fear, coercion, intimidation or reprisals.
The Electoral Tribunal, set up in terms of the Independent Electoral Commission Act passed in the September 1993 session of Parliament, is to hear cases and to adjudicate on the guilt or innocence of the accused parties.
