WASHINGTON, Sept. 19 (Yonhap) -- South Korea and the United States are showing substantive differences on sanctioning North Korea just days after their leaders met at the White House and reaffirmed their commitment to diplomatic dialogue.A State Department official, asked about sanctions, said internal discussions are ongoing."We will continue to look at what we should be doing.
