The Coast Guard, already beset by problems from outmoded ships and communications systems, is facing two additional challenges: deteriorating buoy tenders and icebreakers that are in urgent need of repair or replacement.
Like the assets targeted for replacement in the agency's Deepwater program, many of these types of assets have far exceeded their design lives and have become less effective and efficient, according to a report from the Government Accountability Office, the investigative arm of Congress.
