Sep. 23--PROVIDENCE -- A developer who envisions transforming this city's waterfront into a bustling port and tourism destination yesterday stood on an Allens Avenue pier and declared the first phase of his effort a success.

Since June, American Cruise Lines has been running three luxury cruise ships in and out of "Dock Conley," named after developer Patrick T. Conley and his wife, Gail.
