UNITED STATES -- The Bush Administration has proposed easing clean air rules to encourage refinery expansion and to boost investment in clean, energy-saving technologies. The revisions to the Clean Air Act's New Source Review (NSR) program would enable refiners to sidestep costly pollution control measures when modifying or expanding their facilities. NSR requires companies to install pollution control equipment if a facility upgrade increases toxic emissions. The administration says the revisions, part of large-scale changes to NSR, would reduce energy costs for consumers. ...
