Following is a list of those states in which small group reform or universal coverage bills have been signed into law or have been referred to a legislative committee.
CALIFORNIA
SBN 38. Would establish the California Health Plan Commission, including its membership and powers. Would require the commission to create a system of universal health care coverage to be known as the California Health Plan and to present the regulations, recommendations and administration of the plan to the legislature by Jan. 1, 1995.
