On Jan. 11, 2002, President Bush signed the Small Business Liability Relief and Brownfields Revitalization Act, better known as the brownfields law. The act accomplished the following:
1. Amended the Superfund law.
2. Provided funds to assess and clean up brownfields sites
3. Clarified Superfund liability provisions for certain landowners, and
4. Provided funding to enhance state and tribal cleanup programs.
The brownfields law also required EPA to develop regulations establishing standards and practices for prospective landowners on how to perform due diligence. The well-known phrase "all appropriate inquiry" (AAI) was ...
