Public Law 108-446, the Individuals with Disabilities Education Improvement Act (IDEIA) was reauthorized by Congress on December 3, 2004. This law first emerged as PL 94-142, the Education for All Handicapped Children Act of 1975 and has been studied, modified, and reauthorized by Congress many times over the past 31 years. This law was signed by President Bush in 2004, but only recently (June, 2006) have the federal regulations which enforce this law been issued.
The final regulations of the IDEIA were published in the Federal Register, effective July 5, 2006 and can be located in Section 34 CFR (Code of Federal Regulations) Part 304. These regulations provide ...
