Whoever coined the term "free as the air" was probably not from the underground mining industry. Mining for coal and other deep-seam commodities puts a very high premium on air quality both in terms of ventilation to prevent the buildup of potentially explosive gas and dust, as well as reducing emissions from engine-powered machinery. Neither of those is an inexpensive proposition.
