Transport Associations believe South African cities are not ready to implement a congestion tax for lone drivers because the public transport system is unreliable.
Divisional Manager of Corporate Affairs for the Automobile Association (AA) Petro Kruger said the association did not support the idea of a congestion tax because public transport was inadequate, unreliable and unsafe.
"At this stage the government would be punishing the public as there is no proper alternative for public transport. You can't penalise people if you cannot provide them with other options," said Kruger.
