Oct. 11--COVINA -- Nearly two decades after dozens of downtown Covina buildings were deemed unsafe in an earthquake, only a fraction of the structures have been upgraded or torn down, according to city records.

The city's list of 75 unreinforced masonry buildings -- the largest concentration of old-fashioned, brick-and-mortar structures in the San Gabriel Valley -- has shrunk to 55 today, the records show.
