Oct. 12--The San Ramon City Council adopted a general plan amendment Tuesday night that creates a new land-use designation for the city's golf courses. The change, accomplished quickly and without fuss this week, came after contentious debate that began when the city revised its zoning ordinance months ago. Residents who live near two golf courses said that by changing the zoning designation from "parks" to "commercial recreation" the courses were subject to development.
