Oct. 14--Teacher Caryn Carlson remembers that sinking feeling in 2003 when her school, George Miner Elementary, was placed on a federal watch list because its Latino students weren't making enough yearly progress under the federal No Child Left Behind Act.
"It was scary, disappointing, discouraging," Carlson said. "We were working as hard as anyone else. It seemed unfair."
