In a landmark vote on 20 December 1993, the General Assembly created the position of UN High Commissioner for Human Rights, marking what many have predicted will be a turning point in UN action in the human rights arena.
Under the direction and authority of the Secretary-General, the new High Commissioner will Promote and protect the effective enjoyment by all of all civil, cultural, economic, political and social rights", the Assembly declared in resolution 48/141.
