Oct. 16--LODI -- A partially city-financed business association that has promoted downtown Lodi for eight years faces a member revolt over higher annual fees and what some merchants complain is a self-serving board of directors. The Downtown Lodi Business Partnership, which coordinates the farmers market, the Parade of Lights and other events, has faced uprisings before but none quite as serious as the one now bubbling over.
