Oct. 17--A state judge yesterday gave the state veto power over the daily finances of the Chester Upland School District but left the Republican-appointed Board of Control in power. Saying that the Board of Control that oversees the beleaguered district had "mismanaged the district" and "not been sufficiently attentive to the needs of the children," Commonwealth Court President Judge James Gardner Colins gave Pennsylvania's education secretary veto power over most spending and unprecedented ability to monitor district affairs.
