The Clinton administration's health care reform bill proposes three types of health care plans, health maintenance organizations (HMOs), preferred provider organizations (PPOs) and the traditional fee-for-service plans (FFS). Equal access by all categories of health professionals is required of fee-for service plans only. Thus HMOs and PPOs may choose not to deal with any particular category of health provider [such as Certified Nurse-Midwives or licensed midwives]. This can potentially deny large numbers Of consumers access to midwifery care.
