Oct. 18--Luzerne County officials will argue in court next week that adding a referendum on the Wilkes-Barre City Council to the Nov. 7 ballot would be "extraordinarily difficult."

The expedited court hearing will focus on a lawsuit filed Friday by Anne Bergold. The city resident is trying to force the county to put a referendum on the Nov. 7 ballot asking voters if they want to choose city council members at large, rather than by district.
