A nice vacation break means a pileup on the office desk and on news developments. Let's catch up:
* The state of Arkansas apparently is going to end its fiscal year some $403 million ahead of forecast by the Department of Finance & Administration. That's a whopping 10 percent better than expected.
That's a fairly big estimate miss, but it's always better to err conservatively. It prevents everyone in state government from complaining about cuts when wishful budget appropriations aren't fulfilled. Some lame duck legislators will grumble that it's $380 million that they should have had the opportunity to determine how to spend. Returnees and new ...
