* The state of Arkansas apparently is going to end its fiscal year some $403 million ahead of forecast by the Department of Finance & Administration. That's a whopping 10 percent better than expected.

That's a fairly big estimate miss, but it's always better to err conservatively. It prevents everyone in state government from complaining about cuts when wishful budget appropriations aren't fulfilled.
