When Ohio Lt. Gov. Bruce Johnson sells his state to companies in Michigan and elsewhere, he makes sure they know that if they bring in a new manufacturing plant, they won't pay tax on machinery and equipment they place into service.
The absence of personal-property tax is "the biggest seller,'' said Johnson, also the director of the Ohio Department of Development. "It's a relatively large advantage.''
It's also a factor for Michigan's next governor and lawmakers to heed, in crafting a business-tax structure that will boost Michigan's competitiveness with its neighbors, the nation and the world.
