Oct. 20--In one year, a free spay and neuter program offered in Goliad County has reduced the number of roaming cats and dogs corralled by the city's animal control officer by more than half. Coupled with an animal adoption program there, all but five dogs and 11 cats taken to the pound have been saved from euthanization in that same time.
