For more than 15 years, residents in a small neighborhood within the Texas capital of Austin had complained about wastewater discharges from the Little Walnut Creek interceptor. Infiltration and inflow problems were discovered along the 42-inch pipeline, which runs beneath a stream with manholes rising out of the water every 100 yards. During certain rain events, the sanitary sewer would overflow into the creek.
