Oct. 21--DART and the city of Dallas didn't settle all of their differences over the Cotton Belt rail line Friday, but they made substantial progress that should ease tensions over the future of the city's appointees to the transit agency board, officials said. City Council and Dallas Area Rapid Transit board members emerged from a three-hour meeting late Friday to say that they will continue negotiations at 1 p.m. Saturday.
