Tim Dolan got his marching orders from the City Council Friday. In exchange, the council voted 12-1 to make Dolan the city's police chief, capping a 23-year career for the North Side native. He will be sworn in in January. Friday's decisive council vote was significant for Dolan, 51, because a handful of council members earlier this week were still undecided on whether the interim chief, Mayor R.T. Rybak's choice, would be able to lead the 800-officer department permanently.
