It may be nearing winter, but stories about the failings of the new Medicare Part D prescription drug plan are starting to pop up like dandelions in the spring.

Part D, the latest bit of tinkering at the edges of health care reform, much ballyhooed by the Bush administration and the GOP congressional leadership, does provide some prescription drug help to some folks on Medicare -- until they fall into the infamous doughnut hole of non-coverage.
