EU foreign ministers have formally endorsed the accession of Romania and Bulgaria to the European Union next year, and said they supported the imposition of a tough monitoring system on both countries.
Ministers meeting in Luxembourg on Tuesday said in a statement that they "welcomed the Commission's report which concludes that Bulgaria and Romania, based on the progress made, will be in a position to take on the rights and obligations of membership on January 1, 2007" (see AE2227, 29.9.06, EP/1).
