David Hoffman misses the thrill of locking up gang lords and drug dealers. But nowadays, he's after bigger game: City Hall criminals.
As Chicago's inspector general, Mr. Hoffman's task is to instill the culture of what he calls "the ideal city,'' one whose employees produce a day's work for a day's pay without having to work a precinct or stick out their hands.
