Oct. 27--Three months ago an Iowa Department of Education report stated Waterloo School District single-gender classrooms may have violated state and federal civil rights laws -- after the IDOE spent $125,000 at the behest of the governor and Legislature to help fund the program to try to close achievement gaps faced by minority and low-income students.
Later, department director Judy Jeffrey said the noncompliance concern was a lapse in communication, and the district could continue with its "innovative strategies."
