* A huge backlog of waterway and flood control projects have built up in recent years. Over $1.1 billion in rivers and harbors projects are now awaiting funding approval and over $1.5 billion in flood control projects. Prior to 1944, the Army Engineers had virtually worked off the project backlog. In December 1944, however, Congress passed a $910 million flood control act. Another $953 million was added this summer. In July 1945, Congress passed a rivers and harbors bill totaling $380 million and a year later approved another $518 million. The backlog of waterways projects is now the biggest in history.
