SPRINGFIELD - If voters shoot down the November ballot measure that would raise money to staff a municipal jail, city officials expect to have to head back to the drawing board - literally.
The City Council already has approved a design plan for a downtown justice center that would include a new police station, municipal court and 100-bed city lockup. But councilors haven't directed project consultants to do any designs that show a justice center without a jail - even though that could very well be the final product if the measure fails.
