Amtrak President Thomas M. Downs went to Congress on March 23 and sketched a glowing picture of the Amtrak that could be an Amtrak leading the nation into an era of high speed rail; helping urban and regional authorities expand commuter train service; and at the same time strengthening and expanding its existing long-distance and corridor operations.
Downs also said that the Amtrak of the future could be something far less than that, and almost certainly will be, unless some fundamental changes are made, especially in the way Amtrak's capital needs are met (or unmet).
