Nov. 2--OCEANSIDE -- Six years after passing a school renovation bond, most of Oceanside's schools have inadequate wiring, faulty heating systems and other problems that a committee says could interfere with students' ability to get a solid education.

And with most of the bond eaten up by rising construction costs and a lack of state matching funds -- the district had planned to use the money to renovate all of its campuses -- district officials think another taxpayer bond will be needed to make the necessary repairs.
