Nov. 2--In the first seven weeks of this school year, more than 4 percent of Toledo Public Schools' 29,400 students were suspended -- the majority of them residents of the city's poorest neighborhoods. Libbey, Scott, and Woodward high schools topped the list of suspensions for the district, while suspensions in more middle-income areas served by Rogers and Bowsher high schools were significantly lower.
