Nov. 2--In the first seven weeks of this school year, more than 4 percent of Toledo Public Schools' 29,400 students were suspended -- the majority of them residents of the city's poorest neighborhoods. Libbey, Scott, and Woodward high schools topped the list of suspensions for the district, while suspensions in more middle-income areas served by Rogers and Bowsher high schools were significantly lower. While it is the area's largest school district, Toledo Public suspends and expels students more frequently than other districts, and it suspends elementary school children more often.
