INTRODUCTION
Education is a very important industry in any developing nation like Nigeria. This is widely agreed upon, yet education does not seem to be paid proper budgetary attention. This is due to among many other things, the inefficiency in the management of available funds. Nigerian students can be said to be engaging themselves in "education with tears'.
