SOMEWHERE inside this fat dull book there is a thin interesting one struggling to get out. The interesting book would have been something along the lines of the "historical essay" about "the existence and persistence of the phenomenon of tyranny" promised by Daniel Chirot in his introduction. But, unfortunately, it is the fat dull one which he has chosen to write, with a bulky series of potted general-purpose histories of countries and regimes which have had the misfortune to labour under wicked rulers.
He concludes with a set of eight "propositions" which he believes will "allow us to spot emerging new tyrannies in the future." If they will, it is hard to see how. ...
