Nov. 7--The quiet murmur of paper ballots zipping through optical scanners could be heard Monday across Ohio as boards of elections began scanning hundreds of thousands of pages of absentee ballots. A court decision Friday cleared the way for early scanning, and despite advice from the Ohio Secretary of State's Office warning against it, many counties began the process Monday. The Summit County Board of Elections voted unanimously Monday to allow the early scanning of what is expected to be nearly 60,000 pages. The scanning began about noon.
