To reformulate or de-vaporize. Reid vapor pressure versus reformulated fuels. It's become a maddening dilemma for several Midwest states.
Under the 1990 Clean Air Act, reformulated gasoline was mandated for vehicles in the nine most severe nonattainment areas. There are no gray areas. Many other areas, however, with less severe air quality problems are anguishing over a difficult choice: Whether to choose lower Reid vapor pressure (RVP) reductions (of the rate at which gasoline vaporizes) or to tap reformulated fuels to achieve 15% reductions in volatile organic compounds (VOCs) by 1996.
