Funny how some people use the word ``entitlement'' only when they figure you aren't. Entitled, that is.
So it is with the flap over the Clinton administration's plan to remove all barriers to full immunization of America's children.
For years, immunization levels in this country have been disgraceful _ at 59 percent, the lowest in the Western Hemisphere (except for Haiti and Bolivia).
