Nov. 11--For the first time in its 29-year history, Central Ohio Crime Stoppers is accused of a crime. The accuser is Joe Mammana, a Philadelphia philanthropist with a criminal background. The allegation comes as the nonprofit, crime-fighting organization prepares to take legal action against Mammana, accusing him of breach of contract. Crime Stoppers says Mammana signed a contract promising up to $50,000 in reward money for information leading to an arrest and/or indictment in the 2005 slaying of Julie Popovich.
