For the first time since the fall of the communist regime in Afghanistan 13 years ago, Afghan intelligence, reportedly with foreign assistance, is active in Pakistan. At the same time, several attacks on Pakistani military bases - the most recent a suicide attack on Nov. 8 which killed at least 42 soldiers - add to the overall volatility of the country.
