There was no breakthrough in the EU talks on the EU's mandate for EU-Russia talks on a new strategic partnership treaty at the Permanent Representatives Committee meeting (COREPER) on 15 November. Warsaw is still firmly defending its set of demands to be included in the mandate.
At the meeting of the General Affairs and External Relations Council (GAERC) on 12 November, Poland said that it would only accept a negotiation mandate that explicitly requests that Moscow lifts the embargo on the import of Polish meat and agricultural products to Russia and calls on it to ratify the Energy Charter Treaty (ECT) and the Transit Protocol (see Europolitics 3188).
