Who knows what combination of skulduggery, pique and plain foolishness stole over Capitol Hill last month, when a small group of lawmakers conspired to sunset the authority of the government's top investigator of waste and fraud in the Iraq reconstruction effort. Fortunately, the disease wasn't contagious.
This week a bipartisan group of senators, led by Republican Susan Collins of Maine and Democrat Russ Feingold of Wisconsin and joined by Republican Norm Coleman of Minnesota, offered a bill to extend the term of Stuart Bowen, the special inspector general for Iraq reconstruction.
