Nov. 15--INDEPENDENCE -- Maybe it was the mood, an angry electorate. Maybe the moment just wasn't right. A multitude of factors may explain why a $4.25 million bond referendum failed to garner the 60 percent supermajority last week. Committee members charged with directing improvements on the Buchanan County Jail discussed those factors at a meeting Tuesday night. High voter turnout may have affected the bond's chances, said Dick Quackenbush, a member of the committee. Roughly 60 percent of the 13,368 registered voters cast ballots in the election.
